		<description>what a horrible idea for the city of Chicago.   Metered parking isn&#039;t  just about raising money, its about the vitality of the small business sector in urban areas.   Treating this merely as a fiscal asset without regard to the needs of local businesses -- and the flexibility that the city should maintain in terms of where meters are placed, how much they cost, and how often they must be refilled -- is simply dumb.</description>
